SUMMER CONGRESS 2023

The Interallied Confederation of Reserve Officers (CIOR) will hold the joint CIOR, CIOMR, and CISOR Summer Congress (SC23) of the Estonian Presidency in Helsinki (FIN) from Monday, 26 June to Friday, 30 June 2023\. The event website is available at www.cior23\.fi

LOCATION

The physical events and meetings will be held at Helsinki Congress Paasitorni and in Santahamina Military Island. Virtual participation in MS Teams will be supported in some working sessions.

TICKETS AND REGISTRATION

Each SC23 participant must register and buy a ticket. Tickets are sold only in Fienta and must be purchased, and invoices paid before the event. People without registration are not permitted to participate. Registration With regular fee: 17 March - 30 April Late registration: 1 May - 31 May

SCHEDULE

• Opening Ceremony – Monday, 26 June at Senaatin tori.
• CIOR Council sessions – Monday, 26 June until Friday, 30 June in Paasitorni Conference Center.
• Reception 65th Anniversary CISOR - Tuesday, 27 June
• CIOR Committee meetings – as required in Paasitorni Conference Centre.
• Young Reserve Officers Workshop (YROW) – Sunday, 25 June until Friday, 30 June in Paasitorni Conference Centre.
• Civil-Military Cooperation Exercise (CIMEX) – Sunday, 25 June until Monday, 26 June in Santahamina Military Island.
• Military Competition (MILCOMP) - Sunday, 25 June until Monday, 26 June will be training days and Tuesday, 27 June until Thursday, 29 June will be competition days and Friday, 30 June will be awarding ceremony. All will be in Santahamina Military Island.
• Symposium – Thursday, 29 June in Paasitorni Conference Centre Congress Hall.
• Closing Ceremony and Closing Dinner – Friday, 30 June in Paasitorni Conference Centre Congress Hall.

DRESS CODE

• The Opening Ceremony - service dress or smart or formal business attire
• Working sessions at Paasitorni - service dress or business suit
• Study Trips and other visits - service dress or business suit
• CIMEX and MILCOMP - combat uniform
• YROW - Service Dress short sleeves, if not available, combat dress is acceptable
• Closing dinner - service dress or gala uniform or formal or black tie

NB! According to the Finnish territorial surveillance act 755/2000, wearing a uniform at any time during a visit to Finland requires permission granted by the Defence Command Finland. The form currently used is the "APPLICATION FOR A PERMIT FOR A MILITARY PERSON OR UNIT FOR ENTERING FINNISH TERRITORY". You can download the form from the event website, https://cior23\.fi/registration/. This application should come via diplomatic channels, your embassy or the military attaché office. For each country, the commanding officer of the visiting unit must send assembled applications. All the items of the application must be filled in. The commanding officer is to be named, and the total number of personnel in the unit/travel group is marked in item 3\. Other participants may be listed in a separate document. On entering and leaving Finland, planned points for crossing the national border must be mentioned. Without this permit, the reservists of a visiting country are not allowed to wear any military uniforms in Finland. THIS APPLICATION MUST BE SENT IN ADDITION TO THE TICKET PURCHASE. Please ensure the application is delivered to the Finnish Defence Forces, to the address mentioned on the application form, by your embassy or military attaché office by Thursday, 8 June at the latest.

ACCOMMODATION

Summer Congress 2023 participants are asked to stay at Scandic Hotels, or Hilton Strand. YROW participants are asked to stay at Hotel Arthur. CIMEX participants will be housed at Fincent Santahamina guest rooms, and MILCOMP participants will be housed at Santahamina barracks. Ask for booking codes from the organizing team.

MEALS

Lunch for Summer Congress participants is served at Paasitorni. Lunch and coffee are included in the ticket. Breakfast and dinner is each participants own responsibility. For those participants who stay on Santahamina Military Island, breakfast, lunch and dinner are included in the ticket price.
