In the 1960s, ocean fishing truly reached an industrial scale and form. The Tallinn Ocean Fishing Fleet Base managed fishing activities and fishing vessels, while the Tallinn Freezing Fleet Base handled the transportation of catches, provisioning of fishing vessels, and management of freezer ships. To serve all these vessels, a new sea fish harbor was built in Paljassaare, Tallinn, in 1969. With the consolidation of these organizations, a production conglomerate named "Ookean" was formed, employing around 10,000 workers. The conglomerate possessed robust shore structures, including the buildings in the current Paljassaare Harbor area. The current harbor territory spans 31 hectares.

The future plan is to establish the district of Hundipea on the harbor territory—a future climate-neutral and waste-free community that will provide homes and workplaces for tens of thousands of people. An intelligent, sustainable, and human-friendly urban model will be developed by the sea, utilizing local natural resources for the construction of renewable energy-based infrastructure. This approach will ensure clean electricity and heat for the district.
