Assessing Preparedness to Combat Jamming and Spoofing: Business and Regulatory Perspectives

As the hybrid threat of GNSS jamming and spoofing was progressively increasing in the Baltic Sea Region, Lithuania hosted an event in March 2025 and invited stakeholders to share information about status quo and discuss the way forward. As a result, sixteen ministers signaled to the EU on 6 June 2025 that Global Satellite Navigation Systems (GNSS) interference (jamming and spoofing) is a growing threat to Europe’s security and proposed a 12-point action plan.
Regrettably, despite some actions are being taken, the situation is not getting better. On the contrary – the impact is expanding from airspace to other sectors and getting more sophisticated:
- Ships find it harder navigating in Europe’s waters, and there are cases of bypassing their ports of destination.
- Farmers close to the russian border, face difficulties in raising crops and cultivating land because smart agriculture equipment is out of order.
- Wider population, such as smartphones, cars, other private devices and civilian applications are rendered useless by providing their users with wrong positioning and/or time zone.
What’s next? Are we prepared to deter, ready to cooperate and collaborate in practice in addressing this grave concern?
Through a couple of expert-led sessions and technical presentations, the event will explore detection techniques, resilience strategies, regulatory responses, and the development of countermeasures. The forum aims to foster cross-sector collaboration, raise awareness, and support the development of a coordinated approach to safeguarding GNSS-reliant services.
This event aims to provide a platform for dialogue among various business sectors, industry leaders, and experts to assess preparedness, identify vulnerabilities, share good practice, and provide practical advice to policymakers.
